Here are two ways to create a local account when installing Windows 11.

Method 1:

You can reboot into OOBE with the skip button by pressing Shift+F10 to open a command prompt and typing oobe\BypassNRO.cmd

Method 2:

Filling the account “[email protected]” to skip network, you type anything as password. This feature or bug is really funny.
